Service Information

The Development Division is divided into six (6) Sub Units as the followings:

1. RMP Unit (A)

  • To plan and implement physical development project for the RMP under P.06, P.62 and PFI S.62 allocation;
  • To supervise and monitor the implementation of RMP development project under P.06, P.62 and PFI S.62 allocation;
  • To manage applications of new physical development projects for RMP under P.06, P.62 and PFI S.62 allocation;
  • To attend site possession of physical development project meeting for RMP under P.06, P.62 and PFI S.62 allocation;
  • To attend acceptance of Completed Projects meeting for RMP under P.06, P.62 and PFI S.62 allocation;
  • To prepare Physical and Financial Progress Reports for RMP development projects under P.06, P.62 and PFI S.62 allocation; and
  • To attend JKR and PFI (RMP) project coordination meeting.

 2. Department, Agency, KDN, Privatization and Land Unit (B)

i. Department/Agency/KDN

  • To plan and implement development projects and renovation of the Ministry of Home Affairs (MOHA) Complex, Prison Department, Immigration Department, National Registration Department, National Anti Drugs Agency, Registrar of Society, The People’s Volunteer Corps and Malaysian Maritime Enforcement Agency under P.62 and PFI S.62 allocation;
  • To manage applications of new physical development projects for Ministry of Home Affairs (MOHA) Complex, Prison Department, Immigration Department, National Registration Department, National Anti Drugs Agency, Registrar of Society, The People’s Volunteer Corps and Malaysian Maritime Enforcement Agency under P.62 and PFI S.62 allocation;
  • To coordinate/attend project design coordination meeting for Ministry of Home Affairs (MOHA) Complex, Prison Department, Immigration Department, National Registration Department, National Anti Drugs Agency, Registrar of Society, The People’s Volunteer Corps and Malaysian Maritime Enforcement Agency under P.62 and PFI S.62 allocation;
  • To supervise and monitor development projects allocation for Ministry of Home Affairs (MOHA) Complex, Prison Department, Immigration Department, National Registration Department, National Anti Drugs Agency, Registrar of Society, The People’s Volunteer Corps and Malaysian Maritime Enforcement Agency under P.62 and PFI S.62 allocation;
  • To attend Pre-Development Meeting, Site Meeting, Project Coordination Meeting and other related meetings for Ministry of Home Affairs (MOHA) Complex, Prison Department, Immigration Department, National Registration Department, National Anti Drugs Agency, Registrar of Society, The People’s Volunteer Corps and Malaysian Maritime Enforcement Agency under P.62 and PFI S.62 allocation;
  • To coordinate completed development projects ceremony for Ministry of Home Affairs (MOHA) Complex, Prison Department, Immigration Department, National Registration Department, National Anti Drugs Agency, Registrar of Society, The People’s Volunteer Corps and Malaysian Maritime Enforcement Agency under P.62 and PFI S.62 allocation;
  • To prepare Physical and Financial Progress Reports for projects concerning Ministry of Home Affairs (MOHA) Complex, Prison Department, Immigration Department, National Registration Department, National Anti Drugs Agency, Registrar of Society and The People’s Volunteer Corps and Malaysian Maritime Enforcement Agency under P.62 and PFI S.62 allocation; and
  • To attend JKR and PFI (Department/Agency) project coordination meeting.

 ii. Privatization

  • To examine and review privatization proposals before presenting into Work Committee and Privatization Project Committee;
  • To prepare proposals to get directions on privatization projects and preparing notes or information with regard to privatization programs;
  • To coordinate MOHA’s Privatization Projects Meeting, MOHA’s Privatization Projects Working Committee Meeting and MOHA’s Privatization Projects Coordination Meeting; 
  • To prepare Cabinet Papers involving MOHA’s Privatization Projects; and
  • To attend meetings at UKAS, MOF level.

iii. Land

  • To manage and supervise MOHA and Department/Agency land acquiring process involving below processes:-
    • Acquiring Federal Land Reserve Title;
    • Land Acquisition;
    • Land Swap;
    • Purchase Clearance;
    • Premium Payment and Compensation;
    • Land Renting;
    • Land Leasing; and
    • Land Fencing and Final Survey.
  • To monitor and manage land matters via MOHA Land Information System (e-Tanah);
  • Secretariat for the Federal Land Monitoring Committee at the Ministry level;
  • To attend the Federal Land Monitoring Committee at the Department of Director General of Lands and Mines’ level; and
  • To conduct Land Management Course for Ministry/Department/Agency’s officials and staffs.

3. Secretariat Unit (C)

  • Administrator of SPPII for the Ministry;
  • Secretariat for the Ministry Development Action Committee (MDAC) and pre-MDAC meeting;
  • Secretariat for the Ministry Development Budget Coordination Meeting;
  • To coordinate and prepare feedbacks from the Central Agencies (ICU, EPU and MOF) regarding development projects for RMP and other agencies under the Ministry;
  • To coordinate and prepare feedbacks from the Federal Development Department and States Development Department regarding development projects under the Ministry;
  • To coordinate project site visit for the Minister and the Secretary General of the Ministry and I-Pantau System administrator;
  • Coordinator for the Ministry with regards to Projects Outcome Evaluation Committee regarding development projects for RMP and other agencies under the Ministry;
  • Coordinator for ICU, PMO Inspectorate visit;
  • Secretariat for the planning and implementation of BLT projects;
  • To monitor Behind Schedule and Sick Projects regarding development projects for RMP and other agencies under the Ministry; and
  • To coordinate maintenance and repairing allocation for quarters under NBOS My Beautiful Malaysia (MYBM).

4. Administrative & Financial Unit (D)

  • To manage matters regarding the service of officers and staffs in the Development Division;
  • To manage and supervise all files and assets belonging to the division;
  • To plan, prepare and manage budgets for operational expenditure for the division;
  • To manage petty cash for the division;
  • Secretariat for Division Training Courses;
  • To coordinate feedbacks for all minutes of meetings related to the division at the Ministrial level as well as at the Departmental/Agencies level;
  • To provide internal services to all sub units in the division;
  • Secretariat for the Security Committee, Comms Teams, Audits, 5S and ISOs; and
  • To coordinate Public Complaints via Public Complaints Monitoring System (i-SPAAA). 

5. RMP Technical Unit (JA) & 6. Department, Agency and KDN Technical Unit (JB)

  • To organize project brief from each agency and department to ensure planned physical proposal comply to the guidelines set by the government;
  • To coordinate technical requirements and the proposed appointment of financial consultant under Consultant Evaluation Committee (CEC), Tender Board and Treasury according to the cost of projects undertaken;
  • To coordinate the needs of IKRAM’s appointment for implementation of projects involving structural problems and slopes;
  • Monitor the planning and design stages before being finalized for the purpose of calling tenders / quotation for the project under the Ministry;
  • To coordinate advertising with newspapers and websites Ministry for notification date of the tender / quotation;
  • To coordinate the preparation of the tender / quotation pre-bid documents by the consultant for finalization of tender documents and tables;
  • To coordinate the technical and financial evaluation result for recommendation and appointment of contractor for decision at the Tender Board;
  • To monitor the consultant to finalize the Contract Documents within the specified period;
  • To attend the site meeting based on instructions from time to time for technical advice for the purpose of monitoring and reporting of projects in progress;
  • To coordinate and certify contractor’s interim payment within the period specified in accordance with the status of the actual work performed at the construction site;
  • To coordinate and recommend consulting fees and reimbursement from the Consultant within the specified period based on the scope of the actual work performed by the consultant as finalized in the agreement document;
  • To manage and implement the preparation of tenders for facility management contracts in terms of customer needs, specifications and guidelines;
  • To plan and implement of repair and maintenance projects; and
  • To perform verification and validation on project/facility management contracts for the purpose of:-
    • Application to begin work under Provisional Sums;
    • Coordination of Work Change Request Approval, Work Change Order, Variation Order, Quantity While and the Contract Price Adjustment;
    • Monitoring the work of testing and commissioning by consultant;
    • Delayed and Extension of Time (EOT);
    • Application for Certificate of Partial Occupation (CPO);
    • Certificate of Practical Completion (CPC);
    • Recommendation for Liquidated Ascertain Damages (LAD);
    • Termination of Employment Contractors;
    • Refund of Performance Guarantee or Performance Bond; and
    • Preparation of Final Account Certificate.
