Service Information

TRANSITION AND SPECIALISATION COURSE

The Ex-Police and Prison Personnel Affairs Division is responsible for organising courses for police and prison personnel two years before they retire. The courses conducted are:-

  • Transition Course

This course exposes prospective retirees to the formation of a positive attitude that will help them cope with the challenges of retirement.

It is organised for senior police officers and rank and file personnel.

It is conducted by consultants appointed by the Procurement Division of the Ministry of Home Affairs.

  • Specialisation Courses

These skill courses are organised for prospective retirees with the aim of enhancing their level of knowledge and skills in fields of specialisation identified for them after their retirement.

These courses are conducted by government agencies and the Department of Agriculture. Among the skill courses provided are:-

          i)  Fresh Water Fish Rearing Course

          ii)  Interaction with Leading Entrepreneurs

 These transition and specialisation courses are open to police and prison personnel who will be retiring.

 

POLICE HERITAGE TRUST FUND (PHTF)

 

The Police Heritage Trust Fund (PHTF) was set up through a deed of trust on 14 September 1992 specifically to provide assistance to retired police officers and personnel including their dependants. There are 5 types of assistance available under the trust fund:

    • PHTF 2 ÔÇô Mobility assistance
    • PHTF 3 ÔÇô Medical/artificial limb assistance
    • PHTF 4 ÔÇô Education assistance
    • PHTF 5 ÔÇô Disaster assistance

 

PHTF 1 ÔÇô Death benefit

  • Ex-police personnel┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á -┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á RM 1,000.00
  • Spouse of ex-police personnel┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á -┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á RM 500.00

Special Conditions:

  • Certified copy of death certificate of ex-police personnel/widow/widower/dependent child
  • Certified copy of identity card of beneficiary who is applying
  • Certified copy of service record or retiree card
  • Marriage certificate or birth certificate of child certified by village head
  • If the widow/widower of ex-police personnel passes away, the child or beneficiary who was the carer is entitled to receive only RM500.00.
  • If a dependent child (until first degree) passes away, the parent/beneficiary who had custody is entitled to receive only RM250.00.
  • Application must be submitted within six (6) months of the date of death.

               i)  Spouse of ex-police personnel

               ii) Widow/widower of ex-police personnel

              iii)  Disabled children of ex-police personnel

              iv) Inability to finance expenses and not in receipt of other assistance

              v)  Assistance is provided once only for each item

  • Others such as artificial hand, leg and other artificial parts not exceeding RM 5,000.00

Special Conditions:

  • Provided to children of ex-police personnel who are still schooling and in institutions of higher learning
  • 1 child is entitled to receive PHTF 4 assistance once only according to the level of schooling and tertiary education.
  • Application is made in the year of admission for all categories of assistance.
  • Submit application as follows:-

          a) Copy of letter of confirmation from:-

              Primary level                   -           Confirmation of head teacher

              Secondary level            -           Confirmation of principal

             Tertiary level                   -           Confirmation of Student Affairs Division of institute of higher learning 

         b) Copy of identity card and birth certificate of student

         c) Submit certified copy of letter of offer of admission.

 

┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á┬á PHTF 5 ÔÇô Disaster Assistance (once only)┬á┬á┬á┬á┬á

Maximum limit RM 5,000.00 

 

Special Conditions:

 

                                          i.        Copy of police report and district welfare officer report

                                          ii.       Copy of police report as well as welfare officer report

                                         iii.       Photographs of damage to property/residence

                                         iv.       Application in the year the disaster occurred

                                          v.      PHTF 5 assistance is also available for:-

 

  • Spouse of ex-police personnel
  • Widow/widower of ex-police personnel
  • Assistance is provided for damage to:-
    • House
    • Crops
    • Livestock

 

                        General Conditions

 

  • Retirees who were in police service as stipulated in the PHTF Deed of Trust┬á
  • Eligible applicants are ex-police officers including SC/widow or widower of ex-police personnel/dependent children of ex-police personnel┬á
  • Application should be accompanied by copy of identity card or police retiree card┬á
  • Widow/widower who is applying for PHTF 2 - PHTF 5 assistance should attach supporting documents such as marriage certificate or birth certificate of child and copy of service record of the ex-police personnel. For dependent children, a copy of birth certificate should be attached. ┬á

 

                        HOW TO APPLY:

 

  • All information for PHTF assistance should be completed in full and the necessary documents submitted. Failure to submit a complete application may result in its rejection.
  • Applications from members of the Malaysian Ex-Police OfficersÔÇÖ Association should be submitted through the branch head or state chairman to be forwarded to the ministry.
  • Applications from non-members of the association should obtain the confirmation of the State Police Chief/Officer in Charge of Police District/Officer in Charge of Station before submission to the ministry.
  • The application form is available at the website of the Ministry of Home Affairs at www.moha.gov.my. It can also be obtained from all contingent police headquarters and district police headquarters.
  • The completed form should be submitted to the Secretary-General, Ministry of Home Affairs, Level 7, Block D1, Complex D, 62546 Putrajaya (attention: Secretary of the Ex-Police OfficersÔÇÖ Affairs Division)┬á

 

iii. WARRIOR AND NATIONAL DEFENCE TRUST FUND

 

Processing of applications under the Warrior and National Defence Trust Fund for police, RELA and the Civil Defence Department officers/personnel injured or killed in the line of duty, in appreciation of their contributions and sacrifice. Applications may be made in the case of:-

 

(i)Death

(ii)  Severe injury

(which results in the loss of sight in both eyes leading to difficulty in earning a living, loss of both legs and/or paralysis from the waist down)

(iii) Severe injury

(which results in permanent disability that forces retirement from service)

(iv)   Permanent severe injury

(but still able to serve)

(v)    Severe injury

(vi)   Light injury

(vii)  Orthopaedic equipment
